It's an old Mangle used for wringing out the washing. My mum had one years ago. This person painted theirs up and put it in the front garden https://en.wikipedia.org/wiki/Mangle_(machine)
Funny. Mangle isn't a word I know, so I had to look it up. My grandma had a wringer washer but it didn't look like that. Hers had a bowl at the bottom. The base on this reminds me of my grandma's (same grandma) old sewing machine.
